I have recently upgraded IOS 8.1 from software update on my ipad 2, I believe that the keyboard on version IOS 8.0 was not allowed to customize any keyboards. I just found out that the version IOS 8.1 is allowed you to install and add new keyboard from apple store. if you want to add Lao keyboard on your iphone or ipad, you need to have the newest version of IOS. (IOS 8.1) and go to apple store to download a Lao keyboard.
