Laos, North Korea seek economic cooperation

SEOUL, South Korea - North Korea and Laos agreed Saturday to foster economic cooperation as the Laotian prime minister began a goodwill visit, state media reported.

The two impoverished communist countries signed an agreement to establish a joint committee for cooperation in economics, trade, science and technology, the Korean Central News Agency reported in a dispatch from Pyongyang.

Laotian Prime Minister Bouasone Bouphavanh arrived earlier Saturday accompanied by officials including his ministers of agriculture and industry.

Bouasone and North Korean Premier Kim Yong Il held talks in which "both sides exchanged views on boosting the bilateral friendly and cooperative relations and matters of mutual concern," KCNA said.

At a banquet, Kim and Bouasone made speeches lauding bilateral ties, it said.

Laos is a single-party state with a ruling communist party that tightly controls politics but allows a liberalized economy. Communist North Korea allows no political opposition but has experimented with limited market reforms in recent years.

Both countries are among the poorest in Asia.

South Korea's Yonhap news agency said Bouasone's trip would last 11 days and follows a visit by Kim to Laos in November. The two countries established diplomatic relations in 1974, the agency said.

Bouasone visited South Korea in June, according to Yonhap.

Laos need help and support from the international organization and neighboring countries specially the Food, Clean Water ,Medicine and Medical equipments.

China to help Laos develop satellite-based communication system

China will, under a recent agreement, help Laos develop a telecommunications satellite and a ground station, and train relevant staff, Lao newspaper Vientiane Times reported Monday. Under the agreement signed by Bountiem Phissamay, head of Laos' National Authority for Science and Technology, last Friday in Laos, and inked earlier in China by Sun Laiyan, chief of China's National Space Administration, the Chinese side will exchange technical information with Laos in the fields of earth observation, remote sensing satellite technology and application of remote sensing data. The two authorities will also cooperate to exchange information about satellite imaging and develop a program to read data from satellite images. Developing Laos' expertise in space technology will be beneficial to the country's socioeconomic development, according to the National Authority for Science and Technology. It can be used to facilitate long-distance transmission of audio and visual materials, and national land surveys.

Laos will build Dyke to protect vientiane

VIENTIANE, Aug 22 (Bernama) -- Laos will build a 12km-long dyke along the Mekong River section running through Vientiane in order to prevent the capital city from flooding, the Vietnam news agency reported Friday quoting Lao Deputy Permanent Prime Minister Somsavat Lengsavat as saying here.The Lao government will seek foreign loans for the construction of the dyke, said Somsavat Lengsavat, who is also Chairman of the Vientiane Committee for Flood Control.Vientiane capital and other localities suffered largest-ever flooding in the past weeks.In Vientiane, the Mekong River water level was measured 13.68m, 1.1 m higher than the alarming level, causing inundation in many areas in the city.The government had mobilised thousands of people to build a 2.5m-high sand-bag dyke along the city to prevent water from flooding the capital city.The rising water level of Mekong River also caused flooding and heavy material damages in Khammoan, Champassak and Savanakhet provinces.

Laos: Flood Damage In Laos Costs Millions Of Dollars

VIENTIANE, LAOS: The recent floods in Laos have inflicted damage worth hundreds of billions of kip (millions of dollars), destroying farmlands, irrigation systems, roads, schools and houses, according to unofficial reports.
The total cost of flood damage has yet to be officially confirmed because the government is still collecting information from provincial authorities.
But initial reports reveal extensive damage throughout the country.
In six of Vientiane 's nine districts the cost of flooding has already reached about 148 billion kip (US$78.5 million). This figure does not include damage to Sikhottabong and Xaysettha districts, which authorities are currently assessing.
In Luang Prabang province the cost of flood damage is almost 100 billion kip ($11.8 million). More than 50 billion ($5.9 million) of this damage was to the transportation sector, according to provincial authorities.
In Khammuan province the value of flood damage has not yet been calculated, but authorities say it will be worth at least 31 billion kip ($3.66 million). In that province floods destroyed rice fields, irrigation systems, roads and schools. Almost 6,000 of the total 11,884 hectares of rice fields were damaged, along with 167 hectares of other crops, 48 irrigation systems and 41 schools.
Authorities are continuing to supply clean water and dry food to villagers affected by the flooding.
In Borikhamxay province, authorities estimate damage to the agriculture sector to be at least 90 billion kip ($10.6 million). Road Number 13 South was damaged as were unpaved roads which had linked villages, according to provincial flooding and drought prevention committee head Leuam Sonsyvilay.
“We haven't calculated the cost of two flood-damaged schools and a number of irrigation canals yet,” he said.
A team from United Nations agencies is visiting Laos provinces affected by flooding, according to the national disaster management office.
Office head, Khamphao Hompaya, said UN agencies including the UNDP and UN Food and Agriculture Organisation would assess the urgent needs of villagers.
He said the amount of donations had yet to be calculated and urged ministries to report donation figures to his office so that he could inform the government.
According to Khamphao, the ministry of labour and social welfare is preparing more than 300 tonnes of rice while the ministry of health has asked for 1 billion kip ($118,131) to assist flood victims.

Laos, China to strengthen natural resource management co-op

Laos, China to strengthen natural resource management co-op Technical staff from Laos and China have recently reached in-principle consensus on establishing a center for cooperation on land and natural resource management in Laos to exchange technical knowledge between the two countries, Lao newspaper Vientiane Times reported Thursday. China has valuable expertise in requiring investors to take into consideration environmental issues when developing projects, the newspaper quoted Chanthaviphone Inthavong, acting director of Laos' Center for Research and Information on Land and Natural Resources, as saying. China has faced similar problems to Laos, including deforestation for trade and agricultural purposes, but its officials have succeeded in introducing income-generating activities attached to forest preservation. Jin Jiaman, executive director of Global Environmental Institute, a Chinese non-profit, non-governmental organization in Beijing, said China had implemented a number of environmentally friendly land development projects in such Chinese localities as Sichuan and Yunnan over the past 10 years. Jin gave the example of a dam constructed in Sichuan province where the dam's investors established a fund to rehabilitate the forest and implement social and environmental activities to provide a preservation area for pandas. "This shows the development process can be aligned with environmental protection for sustainability," she said.

Russia to build the Hydro electricity in Laos

MOSCOW, Aug 21 - Russia's hydro-electricity giant Rushydro is considering 2-3 projects in Laos to build hydro-power stations with a capacity of 150-250 megawatts each, an industry source familiar with the projects said.


"We are not just talking about local power generation, but about the possibility of exporting power to China," the source told Reuters.
The landlocked southeast Asian state has been shaping itself into a battery for its power-hungry neighbours by damming up its rivers to tap hydro-electricity.

Men's 50 m swimming free stlye, Chindavong was 1st place in the quanlity round, but due to his finshing time was 29.31 so he s unqualified for the round2.

ABD to provide $1.1 M help Laos

The Asian Development Bank (ADB) will extend about 9 billion kip (US$1.1 million) to Laos to strengthen its public financial management.

The ADB and the Lao ministry of finance signed the agreement on technical assistance in Vientiane yesterday.

The agreement was signed by the deputy minister of finance Viengthong Siphandone and ADB Laos resident mission country director Gil-Hong Kim.

In his remarks yesterday, Gil-Hong Kim said ADB had a long-standing relationship with the Lao government in the area of public financial management.

The ADB had also consistently supported capacity building in the Ministry of Finance, developing and implementing an improved set of government accounting relations, establishing a database management system and assisting the government in its efforts to increase revenue.

Viengthong expressed thanks on behalf of the government to the ADB for supporting the Lao budget and efforts to implement socio-economic development plans.

She believes that ADB will continue to have a fruitful friendship and enjoy the fullest cooperation with the ministry. This will support social development and economic development plans help lift Laos out of the United Nation's “least developed” country category by 2020.

Laos 's target earns more in 2010

According to VIENTIANE, Aug 5 (Bernama) -- Laos has set a target to earn around US$1 billion from exports by 2010, said the Lao Ministry of Industry and Commerce.

To reach the target, the Lao government is stepping up efforts to attract foreign investment and encourage investors to focus on the country's spearhead economic sectors, Lao News Agency (KPL) reported.

The Lao government has also created favourable conditions for exporting companies.

Laos has earned some US$2.77 billion from exports in three years, accounting for 79.5 percent of the country's five-year plan which will last till 2010.
